39:23 Az-Zumar (The Groups)

يخبر تعالى عن كتابه الذي نزله أنه { أَحْسَنَ الْحَدِيثِ } على الإطلاق، فأحسن الحديث كلام اللّه، وأحسن الكتب المنزلة من كلام اللّه هذا القرآن، وإذا كان هو الأحسن، علم أن ألفاظه أفصح الألفاظ وأوضحها، وأن معانيه، أجل المعاني، لأنه أحسن الحديث في لفظه ومعناه، متشابها في الحسن والائتلاف وعدم الاختلاف، بوجه من الوجوه. حتى إنه كلما تدبره المتدبر، وتفكر فيه المتفكر، رأى من اتفاقه، حتى في معانيه الغامضة، ما يبهر الناظرين، ويجزم بأنه لا يصدر إلا من حكيم عليم، هذا المراد بالتشابه في هذا الموضع.وأما في قوله تعالى: { هُوَ الَّذِي أَنْزَلَ عَلَيْكَ الْكِتَابَ مِنْهُ آيَاتٌ مُحْكَمَاتٌ هُنَّ أُمُّ الْكِتَابِ وَأُخَرُ مُتَشَابِهَاتٌ } فالمراد بها، التي تشتبه على فهوم كثير من الناس، ولا يزول هذا الاشتباه إلا بردها إلى المحكم، ولهذا قال: { مِنْهُ آيَاتٌ مُحْكَمَاتٌ هُنَّ أُمُّ الْكِتَابِ وَأُخَرُ مُتَشَابِهَاتٌ } فجعل التشابه لبعضه، وهنا جعله كله متشابها، أي: في حسنه، لأنه قال: { أَحْسَنَ الْحَدِيثِ } وهو سور وآيات، والجميع يشبه بعضه بعضا كما ذكرنا.{ مَثَانِيَ } أي: تثنى فيه القصص والأحكام، والوعد والوعيد، وصفات أهل الخير، وصفات أهل الشر، وتثنى فيه أسماء اللّه وصفاته، وهذا من جلالته، وحسنه، فإنه تعالى، لما علم احتياج الخلق إلى معانيه المزكية للقلوب، المكملة للأخلاق، وأن تلك المعاني للقلوب، بمنزلة الماء لسقي الأشجار، فكما أن الأشجار كلما بعد عهدها بسقي الماء نقصت، بل ربما تلفت، وكلما تكرر سقيها حسنت وأثمرت أنواع الثمار النافعة، فكذلك القلب يحتاج دائما إلى تكرر معاني كلام اللّه تعالى عليه، وأنه لو تكرر عليه المعنى مرة واحدة في جميع القرآن، لم يقع منه موقعا، ولم تحصل النتيجة منه، ولهذا سلكت في هذا التفسير هذا المسلك الكريم، اقتداء بما هو تفسير له، فلا تجد فيه الحوالة على موضع من المواضع، بل كل موضع تجد تفسيره كامل المعنى، غير مراع لما مضى مما يشبهه، وإن كان بعض المواضع يكون أبسط من بعض وأكثر فائدة، وهكذا ينبغي للقارئ للقرآن، المتدبر لمعانيه، أن لا يدع التدبر في جميع المواضع منه، فإنه يحصل له بسبب ذلك خير كثير، ونفع غزير.ولما كان القرآن العظيم بهذه الجلالة والعظمة، أثَّر في قلوب أولي الألباب المهتدين، فلهذا قال تعالى: { تَقْشَعِرُّ مِنْهُ جُلُودُ الَّذِينَ يَخْشَوْنَ رَبَّهُمْ } لما فيه من التخويف والترهيب المزعج، { ثُمَّ تَلِينُ جُلُودُهُمْ وَقُلُوبُهُمْ إِلَى ذِكْرِ اللَّهِ } أي: عند ذكر الرجاء والترغيب، فهو تارة يرغبهم لعمل الخير، وتارة يرهبهم من عمل الشر.{ ذَلِكَ } الذي ذكره اللّه من تأثير القرآن فيهم { هُدَى اللَّهِ } أي: هداية منه لعباده، وهو من جملة فضله وإحسانه عليهم، { يَهْدِي بِهِ } أي: بسبب ذلك { مَنْ يَشَاءُ } من عباده. ويحتمل أن المراد بقوله: { ذَلِكَ } أي: القرآن الذي وصفناه لكم.{ هُدَى اللَّهِ } الذي لا طريق يوصل إلى اللّه إلا منه { يَهْدِي بِهِ مَنْ يَشَاءُ مِنْ عِبَادِهِ } ممن حسن قصده، كما قال تعالى { يَهْدِي بِهِ اللَّهُ مَنِ اتَّبَعَ رِضْوَانَهُ سُبُلَ السَّلَامِ } { وَمَنْ يُضْلِلِ اللَّهُ فَمَا لَهُ مِنْ هَادٍ } لأنه لا طريق يوصل إليه إلا توفيقه والتوفيق للإقبال على كتابه، فإذا لم يحصل هذا، فلا سبيل إلى الهدى، وما هو إلا الضلال المبين والشقاء.

هذا مدح من الله عز وجل لكتابه القرآن العظيم المنزل على رسوله الكريم قال الله تعالى "الله نزل أحسن الحديث كتابا متشابها مثاني" قال مجاهد يعني القرآن كله متشابه مثاني وقال قتادة: الآية تشبه الآية والحرف يشبه الحرف وقال الضحاك: مثاني ترديد القول ليفهموا عن ربهم تبارك وتعالى وقال عكرمة والحسن ثنى الله فيه القضاء زاد الحسن تكون السورة فيها آية وفي السورة الأخرى آية تشبهها قال عبدالرحمن بن زيد بن أسلم: مثاني مردد ردد موسى في القرآن وصالح وهود والأنبياء عليهم الصلاة والسلام في أمكنة كثيرة وقال سعيد بن جبير عن ابن عباس رضي الله عنهما "مثاني" قال القرآن يشبه بعضه بعضا ويرد بعضه على بعض وقال بعض العلماء ويروى عن سفيان بن عينة معنى قوله تعالى "متشابها مثاني" إن سياقات القرآن تارة تكون في معنى واحد فهذان من المتشابه وتارة تكون بذكر الشيء وضده كذكر المؤمنين ثم الكافرين وكصفة الجنة ثم صفة النار وما أشبه هذا فهذا من المثاني كقوله تعالى "إن الأبرار لفي نعيم وإن الفجار لفي جحيم" وكقوله عز وجل "كلا إن كتاب الفجار لفي سجين - إلى أن قال - كلا إن كتاب الأبرار لفي عليين" "هذا ذكر وإن للمتقين لحسن مآب - إلى أن قال - هذا وإن للطاغين لشر مآب" ونحو هذا من السياقات فهذا كله من المثاني أي في معنيين اثنين وأما إذا كان السياق كله في معنى واحد يشبه بعضه بعضا فهو المتشابه وليس هذا من المتشابه المذكور في قوله تعالى "منه آيات محكمات هن أم الكتاب وأخر متشابهات" ذاك معنى آخر. وقوله تعالى "تقشعر منه جلود الذين يخشون ربهم ثم تلين جلودهم وقلوبهم إلى ذكر الله" أي هذه صفة الأبرار عند سماع كلام الجبار المهيمن العزيز الغفار لما يفهمون منه من الوعد والوعيد والتخويف والتهديد تقشعر منه جلودهم من الخشية والخوف "ثم تلين جلودهم وقلوبهم إلى ذكر الله" لما يرجون ويؤملون من رحمته ولطفه فهم مخالفون لغيرهم من الفجار من وجوه "أحدها" أن سماع هؤلاء هو تلاوة الآيات وسماع أولئك نغمات الأبيات أصوات القينات "الثاني" أنهم إذا تليت عليهم آيات الرحمن خروا سجدا وبكيا بأدب وخشية ورجاء ومحبة وفهم وعلم كما قال تبارك وتعالى "إنما المؤمنون الذين إذا ذكر الله وجلت قلوبهم وإذا تليت عليهم آياته زادتهم إيمانا وعلى ربهم يتوكلون الذين يقيمون الصلاة ومما رزقناهم ينفقون أولئك هم المؤمنون حقا لهم درجات عند ربهم ومغفرة ورزق كريم" وقال تعالى "والذين إذا ذكروا بآيات ربهم لم يخروا عليها صما وعميانا" أي لم يكونوا عند سماعها متشاغلين لاهين عنها بل مصغين إليها فاهمين بصيرين بمعانيها فلهذا إنما يعملون بها ويسجدون عندها عن بصيرة لا عن جهل ومتابعة لغيرهم "الثالث" أنهم يلزمون الأدب عند سماعها كما كان الصحابة رضي الله عنهم عند سماعهم كلام الله تعالى من تلاوة رسول الله تقشعر جلودهم ثم تلين مع قلوبهم إلى ذكر الله لم يكونوا يتصارخون ولا يتكلفون ما ليس فيهم بل عندهم من الثبات والسكون والأدب والخشية ما لا يلحقهم أحد في ذلك ولهذا فازوا بالمدح من الرب الأعلى في الدنيا والآخرة قال عبدالرزاق حدثنا معمر قال تلا قتادة رحمه الله "تقشعر منه جلود الذين يخشون ربهم ثم تلين جلودهم وقلوبهم إلى ذكر الله" قال هذا نعت أولياء الله نعتهم الله عز وجل بأن تقشعر جلودهم وتبكي أعينهم وتطمئن قلوبهم إلى ذكر الله ولم ينعتهم بذهاب عقولهم والغشيان عليهم إنما هذا في أهل البدع وهذا من الشيطان وقال السدي "ثم تلين جلودهم وقلوبهم إلى ذكر الله" أي إلى وعد الله وقوله "ذلك هدى الله يهدي به من يشاء من عباده" أي هذه صفة من هداه الله ومن كان على خلاف ذلك فهو ممن أضله الله "ومن يضلل الله فما له من هاد".

The Description of the Qur'an

Here Allah praises His Book, the Noble Qur'an, which was revealed to His noble Messenger ﷺ. Allah says,

اللَّهُ نَزَّلَ أَحْسَنَ الْحَدِيثِ كِتَـباً مُّتَشَـبِهاً مَّثَانِيَ

(Allah has sent down the Best Statement, a Book, its parts resembling each other (and) oft-repeated.) Mujahid said, "This means that the entire Qur'an's parts resemble each other and are oft-repeated." Qatadah said, "One Ayah resembles another and one letter resembles another." Ad-Dahhak said, "It is oft-repeated so that people will understand what their Lord tells them." `Ikrimah and Al-Hasan said, "There may be an Ayah in one Surah, and another Ayah in another Surah that resembles it." Sa`id bin Jubayr narrated from Ibn `Abbas, may Allah be pleased with him: "Oft-repeated means that parts of the Qur'an resemble one another and repeat one another." Some of the scholars said that it was narrated from Sufyan bin `Uyaynah that

مُّتَشَـبِهاً مَّثَانِيَ

(its parts resembling each other (and) oft-repeated.) means that some passages of the Qur'an may sometimes refer to one thing, so they resemble one another, and sometimes they mention a thing and its opposite. Such as when the believers then the disbelievers are mentioned, or when Paradise then Hell are described, and so on, and this is the meaning of oft-repeated. Examples include the Ayat:

إِنَّ الاٌّبْرَارَ لَفِى نَعِيمٍ - وَإِنَّ الْفُجَّارَ لَفِى جَحِيمٍ

(Verily, the most righteous will be in delight; and verily, the most wicked will be in the blazing Fire (Hell).) (82:13-14)

كَلاَّ إِنَّ كِتَـبَ الْفُجَّارِ لَفِى سِجِّينٍ

(Nay! Truly, the Record of the most wicked is (preserved) in Sijjin) until

كَلاَّ إِنَّ كِتَـبَ الاٌّبْرَارِ لَفِى عِلِّيِّينَ

(Nay! Verily, the Record of the most righteous is (preserved) in `Illiyyin) (83: 7-18)

هَـذَا ذِكْرٌ وَإِنَّ لِلْمُتَّقِينَ لَحُسْنَ مَـَابٍ

(This is a Reminder. And verily, for those who have Taqwa is a good final return (Paradise)) until;

هَـذَا وَإِنَّ لِلطَّـغِينَ لَشَرَّ مَـَابٍ

(This is so! And for those who transgress, there will be an evil final return (Fire).) (38:49-55). And there are other similar passages. All of this has to do with it being oft-repeated, i.e., when two meanings are referred to. But when a passage is about one thing, with some parts of it resembling others, this is "its parts resembling each other." This is not the same as the Mutashabihat mentioned in the Ayah:

مِنْهُ آيَـتٌ مُّحْكَمَـتٌ هُنَّ أُمُّ الْكِتَـبِ وَأُخَرُ مُتَشَـبِهَـتٌ

(In it are Ayat that are entirely clear, they are the foundations of the Book; and others not entirely clear) (3:7). that refers to something else altogether.

تَقْشَعِرُّ مِنْهُ جُلُودُ الَّذِينَ يَخْشَوْنَ رَبَّهُمْ ثُمَّ تَلِينُ جُلُودُهُمْ وَقُلُوبُهُمْ إِلَى ذِكْرِ اللَّهِ

(The skins of those who fear their Lord shiver from it. Then their skin and their heart soften to the remembrance of Allah.) means, this is the description of the righteous, when they hear the Words of the Compeller, the Protector, the Almighty, the Oft-Forgiving, because they understand the promises and warnings contained therein. The frightening words and threats make their skin shiver from fear.

ثُمَّ تَلِينُ جُلُودُهُمْ وَقُلُوبُهُمْ إِلَى ذِكْرِ اللَّهِ

(Then their skin and their heart soften to the remembrance of Allah.) because of their hope for His mercy and kindness. They are unlike others, the wicked, immoral sinners, in a number of ways: First They listen to the recitation of the Ayat of the Qur'an, while those (sinners) listen to poetic verse recited by female singers. Second When the Ayat of Ar-Rahman are recited to them, they fall down in prostration weeping, with the proper attitude of fear, hope, love, understanding and knowledge, as Allah says:

إِنَّمَا الْمُؤْمِنُونَ الَّذِينَ إِذَا ذُكِرَ اللَّهُ وَجِلَتْ قُلُوبُهُمْ وَإِذَا تُلِيَتْ عَلَيْهِمْ ءَايَـتُهُ زَادَتْهُمْ إِيمَـناً وَعَلَى رَبِّهِمْ يَتَوَكَّلُونَ - الَّذِينَ يُقِيمُونَ الصَّلَوةَ وَمِمَّا رَزَقْنَـهُمْ يُنفِقُونَ - أُوْلـئِكَ هُمُ الْمُؤْمِنُونَ حَقّاً لَّهُمْ دَرَجَـتٌ عِندَ رَبِّهِمْ وَمَغْفِرَةٌ وَرِزْقٌ كَرِيمٌ

(The believers are only those who, when Allah is mentioned, feel a fear in their hearts and when His Ayat are recited unto them, they increase their faith; and they put their trust in their Lord; Who perform the Salah and spend out of that We have provided them. It is they who are the believers in it. For them are grades of dignity with their Lord, and forgiveness and a generous provision (i.e., Paradise).) (8:2-4),

وَالَّذِينَ إِذَا ذُكِّرُواْ بِـَايَـتِ رَبِّهِمْ لَمْ يَخِرُّواْ عَلَيْهَا صُمّاً وَعُمْيَاناً

(And those who, when they are reminded of the Ayat of their Lord, fall not on them (as if they were) deaf and blind) (25:73). When they hear the Ayat of Allah, they are not too busy to pay attention to them; they listen to them and understand their meanings. So they act upon them and prostrate when they hear them, out of understanding, not out of ignorance and blind following of others. Third They adhere to the correct etiquette when they listen to them. As the Companions, may Allah be pleased with them, used to do when they listened to the words of Allah recited by the Messenger of Allah ﷺ. Their skin Would shiver, and their hearts would soften to the remembrance of Allah. They did not shout or do other actions that are not natural; on the contrary, they would sit quietly with the proper attitude of fear, in an unparalleled fashion. they attained the victory of praise from their Lord in this world and the Hereafter. `Abdur-Razzaq said, "Ma`mar told us that Qatadah, may Allah have mercy on him, recited,

تَقْشَعِرُّ مِنْهُ جُلُودُ الَّذِينَ يَخْشَوْنَ رَبَّهُمْ ثُمَّ تَلِينُ جُلُودُهُمْ وَقُلُوبُهُمْ إِلَى ذِكْرِ اللَّهِ

(The skins of those who fear their Lord shiver from it. Then their skin and their heart soften to the remembrance of Allah.) and said, `This is the characteristic of the friends of Allah; Allah has described them in this manner, saying that their skin shivers, their eyes weep and their hearts find rest to the remembrance of Allah. He did not say that they lose their minds and swoon; that is the characteristic of the followers of innovation, and that comes from the Shaytan."' Allah's saying:

ذلِكَ هُدَى اللَّهِ يَهْدِى بِهِ مَن يَشَآءُ مِنْ عِبَادِهِ

(That is the guidance of Allah. He guides therewith whom He wills;) means, this is the characteristic of those whom Allah has guided, and anyone who does anything different is one of those whom Allah has sent astray.

وَمَن يُضْلِلِ اللَّهُ فَمَا لَهُ مِنْ هَادٍ

(and whomever Allah sends astray, for him there is no guide.)

God has revealed the best of discourses a Book kitāban substitutes for ahsana ‘the best’ namely a Qur’ān consimilar in other words some of its parts are similar to others in terms of their arrangement and otherwise in coupled phrases — a Book in which the Promise of reward is coupled with the Threat of punishment together with other such couplings — whereat quiver at the mention of whose Threat shiver the skins of those who fear their Lord; then their skins and their hearts soften to they are reassured by the remembrance of God that is at the mention of His Promise. That Book is God’s guidance by which He guides whomever He will of His servants; and whomever God leads astray for him there is no guide.

Verse 23 opens with the words: اللَّـهُ نَزَّلَ أَحْسَنَ الْحَدِيثِ كِتَابًا مُّتَشَابِهًا مَّثَانِيَ (Allah has sent down the best discourse, a book containing subjects resembling each other, mentioned again and again). In the verse previous to it, the state of the faithful servants of Allah was mentioned as: يَسْتَمِعُونَ الْقَوْلَ فَيَتَّبِعُونَ أَحْسَنَهُ (who listen to what is said, then, follow the best of it - 39:18). Here, in the verse under study (23), we have been told that the whole Qur'an is 'ahsan-ul-hadith,' the best of what is said. The word: حَدِیث (Hadith) literally means the speech or account that is related. The outcome of calling Qur'an, 'ahsan-ul-hadith, is that, out of everything human beings say or relate, the Qur'an remains the most eloquent. Onwards from here, some attributes of the Qur'an have been mentioned: (1) It is: كِتَابًا مُّتَشَابِهًا (a book containing subjects resembling each other). At this place, the word: مُتَشَابِہ (mutashabih) means resembling each other or mutually corresponding, that is, the subjects dealt with in the Qur'an are related to each other, and are similar. So much so that one verse gets to be explained or confirmed by another verse. This 'word' is free of contradiction and conflict. (2) The second attribute is: مَثَانِی (mathani) which is the plural form of: مَثنٰی (mathna) which means repeated. The sense is that a subject is taken up repeatedly in the Qur'an to help make it settle down in one's mind. (3) As for the third attribute, it was described in very eloquent words by saying: تَقْشَعِرُّ‌ مِنْهُ جُلُودُ الَّذِينَ يَخْشَوْنَ رَ‌بَّهُمْ (shivered from which are the skins of those who have awe of their Lord.) that is, 'so overwhelmed and apprehensive the God-fearing become before the greatness of Allah that they, when reciting the Qur'an, are gripped with such an state of awe that it makes their hair stand on end.' (4) The fourth attribute has been identified as: ثُمَّ تَلِينُ جُلُودُهُمْ وَقُلُوبُهُمْ إِلَىٰ ذِكْرِ‌ اللَّـهِ (Then, their skins and their hearts become soft enough to tend to the remembrance of Allah.), that is, the recitation of the Qur'an affects them in two ways. First, as said immediately above, when they hear the warnings of punishment, it makes their hair stand on end. Then they listen to the verses promising mercy and forgiveness which takes them to a state when their bodies and hearts turn tenderized, mellowed in the remembrance of Allah. Sayyidah Asma' bint Abi Bakr ؓ says that this used to be the common emotional state of the noble Sahabah - when the Qur'an was recited before them, tear would be rolling down their eyes, and the hair would be standing on end. It has been narrated by Sayyidna ` Abdullah Ibn ` Abbas ؓ that the Holy Prophet ﷺ said, "A servant over whose body hair would stand on end due to the fear of Allah, then, Allah Ta’ ala forbids the Fire from ever touching his body. (Qurtubi)

(Allah hath (now) revealed the fairest of statements�) [39:23]. �Abd al-Qahir ibn Tahir al-Baghdadi informed us> Abu �Amr ibn Matar> Ja�far ibn Muhammad al-Firyabi> Ishaq ibn Rahwayh> �Amr ibn Muhammad al-Qurashi> Khallad al-Saffar> �Amr ibn Qays al-Mula�i> �Amr ibn Murrah> Mus�ab ibn Sa�d [ibn Abi Waqqas] who said: �They said: �O Messenger of Allah, why do you not relate to us statements�, and so Allah, exalted is He, revealed (Allah hath (now) revealed the fairest of statements�)�.
