القرآن العظيم كله محكم كما قال تعالى { كتاب أحكمت آياته ثم فصلت من لدن حكيم خبير } فهو مشتمل على غاية الإتقان والإحكام والعدل والإحسان { ومن أحسن من الله حكما لقوم يوقنون } وكله متشابه في الحسن والبلاغة وتصديق بعضه لبعضه ومطابقته لفظا ومعنى، وأما الإحكام والتشابه المذكور في هذه الآية فإن القرآن كما ذكره الله { منه آيات محكمات } أي: واضحات الدلالة، ليس فيها شبهة ولا إشكال { هن أم الكتاب } أي: أصله الذي يرجع إليه كل متشابه، وهي معظمه وأكثره، { و } منه آيات { أخر متشابهات } أي: يلتبس معناها على كثير من الأذهان: لكون دلالتها مجملة، أو يتبادر إلى بعض الأفهام غير المراد منها، فالحاصل أن منها آيات بينة واضحة لكل أحد، وهي الأكثر التي يرجع إليها، ومنه آيات تشكل على بعض الناس، فالواجب في هذا أن يرد المتشابه إلى المحكم والخفي إلى الجلي، فبهذه الطريق يصدق بعضه بعضا ولا يحصل فيه مناقضة ولا معارضة، ولكن الناس انقسموا إلى فرقتين { فأما الذين في قلوبهم زيغ } أي: ميل عن الاستقامة بأن فسدت مقاصدهم، وصار قصدهم الغي والضلال وانحرفت قلوبهم عن طريق الهدى والرشاد { فيتبعون ما تشابه منه } أي: يتركون المحكم الواضح ويذهبون إلى المتشابه، ويعكسون الأمر فيحملون المحكم على المتشابه { ابتغاء الفتنة } لمن يدعونهم لقولهم، فإن المتشابه تحصل به الفتنة بسبب الاشتباه الواقع فيه، وإلا فالمحكم الصريح ليس محلا للفتنة، لوضوح الحق فيه لمن قصده اتباعه، وقوله { وابتغاء تأويله وما يعلم تأويله إلا الله } للمفسرين في الوقوف على { الله } من قوله { وما يعلم تأويله إلا الله } قولان، جمهورهم يقفون عندها، وبعضهم يعطف عليها { والراسخون في العلم } وذلك كله محتمل، فإن التأويل إن أريد به علم حقيقة الشيء وكنهه كان الصواب الوقوف على { إلا الله } لأن المتشابه الذي استأثر الله بعلم كنهه وحقيقته، نحو حقائق صفات الله وكيفيتها، وحقائق أوصاف ما يكون في اليوم الآخر ونحو ذلك، فهذه لا يعلمها إلا الله، ولا يجوز التعرض للوقوف عليها، لأنه تعرض لما لا يمكن معرفته، كما سئل الإمام مالك رحمه الله عن قوله { الرحمن على العرش [استوى ] } فقال السائل: كيف استوى؟ فقال مالك: الاستواء معلوم، والكيف مجهول، والإيمان به واجب، والسؤال عنه بدعة، فهكذا يقال في سائر الصفات لمن سأل عن كيفيتها أن يقال كما قال الإمام مالك، تلك الصفة معلومة، وكيفيتها مجهولة، والإيمان بها واجب، والسؤال عنها بدعة، وقد أخبرنا الله بها ولم يخبرنا بكيفيتها، فيجب علينا الوقوف على ما حد لنا، فأهل الزيغ يتبعون هذه الأمور المشتبهات تعرضا لما لا يعني، وتكلفا لما لا سبيل لهم إلى علمه، لأنه لا يعلمها إلا الله، وأما الراسخون في العلم فيؤمنون بها ويكلون المعنى إلى الله فيسلمون ويسلمون، وإن أريد بالتأويل التفسير والكشف والإيضاح، كان الصواب عطف { الراسخون } على { الله } فيكون الله قد أخبر أن تفسير المتشابه ورده إلى المحكم وإزالة ما فيه من الشبهة لا يعلمها إلا هو تعالى والراسخون في العلم يعلمون أيضا، فيؤمنون بها ويردونها للمحكم ويقولون { كل } من المحكم والمتشابه { من عند ربنا } وما كان من عنده فليس فيه تعارض ولا تناقض بل هو متفق يصدق بعضه بعضا ويشهد بعضه لبعض وفيه تنبيه على الأصل الكبير، وهو أنهم إذا علموا أن جميعه من عند الله، وأشكل عليهم مجمل المتشابه، علموا يقينا أنه مردود إلى المحكم، وإن لم يفهموا وجه ذلك. ولما رغب تعالى في التسليم والإيمان بأحكامه وزجر عن اتباع المتشابه قال { وما يذكر } أي: يتعظ بمواعظ الله ويقبل نصحه وتعليمه إلا { أولوا الألباب } أي: أهل العقول الرزينة لب العالم وخلاصة بني آدم يصل التذكير إلى عقولهم، فيتذكرون ما ينفعهم فيفعلونه، وما يضرهم فيتركونه، وأما من عداهم فهم القشور الذي لا حاصل له ولا نتيجة تحته، لا ينفعهم الزجر والتذكير لخلوهم من العقول النافعة.

يخبر تعالى أن في القرآن آيات محكمات هن أم الكتاب أي بينات واضحات الدلالة لا التباس فيها على أحد ومنه آيات أخر فيها اشتباه في الدلالة على كثير من الناس أو بعضهم فمن رد ما اشتبه إلى الواضح منه وحكم مُحْكَمَهُ على متشابهه عنده فقد اهتدى ومن عكس انعكس ولهذا قال تعالى "هن أم الكتاب" أي أصله الذي يرجع إليه عند الاشتباه "وأخر متشابهات" أي تحتمل دلالتها موافقة المحكم وقد تحتمل شيئا آخر من حيث اللفظ والتركيب لا من حيث المراد وقد اختلفوا في المحكم والمتشابه فروي عن السلف عبارات كثيرة فقال علي بن أبي طلحة عن ابن عباس رضي الله عنهما:المحكمات ناسخة وحلاله وحرامه وأحكامه ما يؤمر به ويعمل به وعن ابن عباس أيضا أنه قال:المحكمات قوله تعالى "قل تعالوا أتل ما حرم ربكم عليكم ألا تشركوا به شيئا" والآيات بعدها وقوله تعالى "وقضى ربك ألا تعبدوا إلا إياه" إلى ثلاث آيات بعدها ورواه ابن أبي حاتم وحكاه عن سعيد بن جبير به قال:حدثنا أبي حدثنا سليمان بن حرب حدثنا حماد بن زيد عن إسحاق بن سويد أن يحيى بن يعمر وأبا فاختة تراجعا في هذه الآية "هن أم الكتاب وأخر متشابهات" فقال أبو فاختة:فواتح السور. وقال يحيى بن يعمر:الفرائض والأمر والنهي والحلال والحرام. وقال ابن لهيعة عن عطاء بن دينار عن سعيد بن جبير:"هن أم الكتاب" لأنهن مكتوبات في جميع الكتب وقال مقاتل بن حيان:لأنه ليس من أهل دين إلا يرضى بهن وقيل في المتشابهات: المنسوخة والمقدم والمؤخر والأمثال فيه والأقسام وما يؤمن به ولا يعمل به رواه علي بن أبي طلحة عن ابن عباس وقيل هي الحروف المقطعة في أوائل السور قاله مقاتل بن حيان وعن مجاهد المتشابهات يصدق بعضهـا بعضا وهذا إنما هو في تفسير قوله " كتابا متشابها مثاني" هناك ذكروا أن المتشابه هو الكلام الذي يكون في سياق واحد والمثاني هو الكلام في شيئين متقابلين كصفة الجنة وصفة النار وذكر حال الأبرار وحال الفجار ونحو ذلك. وأما هاهنا فالمتشابه هو الذي يقابل المحكم وأحسن ما قيل فيه هو الذي قدمنا وهو الذي نص عليه محمد بن إسحق بن يسار رحمه الله حيث قال "منه آيات محكمات" فهن حجة الرب وعصمة العباد ودفع الخصوم الباطل ليس لهن تصريف ولا تحريف عما وضعن عليه. قال:والمتشابهات في الصدق ليس لهن تصريف وتحريف وتأويل ابتلى الله فيهن العباد كما ابتلاهم في الحلال والحرام ألا يصرفن إلى الباطل ويحرفن عن الحق. ولهذا قال الله تعالى "فأما الذين في قلوبهم زيغ" أي ضلال وخروج عن الحق إلى الباطل "فيتبعون ما تشابه منه" أي إنما يأخذون منه بالمتشابه الذي يمكنهم أن يحرفوه إلى مقاصدهم الفاسدة وينزلوه عليها لاحتمال لفظه لما يصرفونه فأما المحكم فلا نصيب لهم فيه لأنه دافع لهم وحجة عليهم ولهذا قال الله تعالى "ابتغاء الفتنة" أي الإضلال لأتباعهم إيهاما لهم أنهم يحتجون على بدعتهم بالقرآن وهو حجة عليهم لا لهم كما لو احتج النصارى بأن القرآن قد نطق بأن عيسى روح الله وكلمته ألقاها إلى مريم وروح منه وتركوا الاحتجاج بقوله "إن هو إلا عبد أنعمنا عليه" وبقوله "إن مثل عيسى عند الله كمثل آدم خلقه من تراب ثم قال له كن فيكون" وغير ذلك من الآيات المحكمة المصرحة بأنه خلق من مخلوقات الله وعبد ورسول من رسل الله. وقوله تعالى "وابتغاء تأويله" أي تحريفه على ما يريدون وقال مقاتل بن حيان والسدي يبتغون أن يعلموا ما يكون وما عواقب الأشياء من القرآن وقد قال الإمام أحمد حدثنا إسماعيل حدثنا يعقوب عن عبدالله بن أبي مليكة عن عائشة رضي الله عنها قالت:قرأ رسول الله صلى الله عليه وسلم "هو الذي أنزل عليك الكتاب منه آيات محكمات هن أم الكتاب وأخر متشابهات" إلى قوله "أولوا الألباب" فقال "إذا رأيتم الذين يجادلون فيه فهم الذين عنى الله فاحذروهم" هكذا وقع هذا الحديث في مسند الإمام أحمد من رواية ابن أبي مليكة عن عائشة رضي الله عنها ليس بينهما أحد وهكذا رواه ابن ماجه من طريق إسماعيل بن علية وعبدالوهاب الثقفي كلاهما عن أيوب به ورواه محمد بن يحيى العبدي في مسنده عن عبدالوهاب الثقفي به وكذا رواه عبدالرزاق عن معمر عن أيوب وكذا رواه غير واحد عن أيوب وقد رواه ابن حبان في صحيحه من حديث أيوب به ورواه أبو بكر بن المنذر في تفسيره من طريقين عن أبي النعمان محمد بن الفضل السدوسي ولقبه عارم حدثنا حماد بن زيد حدثنا أيوب عن ابن أبي مليكة عن عائشة به وتابع أيوب أبو عامر الخراز وغيره عن ابن أبي مليكة فرواه الترمذي عن بندار عن أبي داود الطيالسي عن أبي عامر الخراز فذكره ورواه سعيد بن منصور في سننه عن حماد بن يحيى عن عبدالله بن أبي مليكة عن عائشة ورواه ابن جرير من حديث روح بن القاسم ونافع بن عمر الجمحي كلاهما عن ابن أبي مليكة عن عائشة وقال نافع في روايته عن ابن أبي مليكة حدثتني عائشة فذكره وقد روى هذا الحديث البخاري عند تفسير هذه الآية ومسلم في كتاب القدر من صحيحه وأبو داود في السنة من سننه ثلاثتهم عن العقنبي عن يزيد بن إبراهيم التستري عن ابن أبي مليكة عن القاسم بن محمد عن عائشة رضي الله عنها قالت:تلا رسول الله صلى الله عليه وسلم هذه الآية "هو الذي أنزل عليك الكتاب منه آيات محكمات" إلى قوله "وما يذكر إلا أولو الألباب" قالت:قال رسول الله صلى الله عليه وسلم "فإذا رأيتم الذين يتبعون ما تشابه منه فأولئك الذين سمى الله فاحذروهم" لفظ البخاري وكذا رواه الترمذي أيضا عن بندار عن أبي داود الطيالسي عن يزيد بن إبراهيم به وقال حسن صحيح وذكر أن يزيد بن إبراهيم التستري تفرد بذكر القاسم في هذا الإسناد وقد رواه غير واحد عن ابن أبي مليكة عن عائشة ولم يذكر القاسم كذا قال وقد رواه ابن أبي حاتم فقال:حدثنا أبي حدثنا أبو الوليد الطيالسي حدثنا يزيد بن إبراهيم التستري وحماد بن سلمة عن ابن أبي مليكة عن القاسم بن محمد عن عائشة رضي الله عنها قالت:سئل رسول الله صلى الله عليه وسلم عن قول الله تعالى "فأما الذين في قلوبهم زيغ فيتبعون ما تشابه منه" فقال رسول الله صلى الله عليه وسلم "إذا رأيتم الذين يتبعون ما تشابه منه فأولئك الذين سمى الله فاحذروهم" وقال ابن جرير: حدثنا علي بن سهيل حدثنا الوليد بن مسلم عن حماد بن سلمة عن عبدالرحمن بن القاسم عن أبيه عن عائشـة رضي الله عنها قالت:نزع رسول الله صلى الله عليه وسلم بهذه الآية "فيتبعون ما تشابه منه ابتغاء الفتنة" فقال رسول الله صلى عليه وسلم "قد حذركم الله فإذا رأيتموهم فاحذروهم" ورواه ابن مردويه من طريق أخرى عن القاسم عن عائشة به وقال الإمام أحمد:حدثنا أبو كامل حدثنا حماد عن أبي غالب قال:سمعت أبا أمامة يحدث عن النبي صلى الله عليه وسلم في قوله تعالى "فأما الذين في قلوبهم زيغ فيتبعون ما تشابه منه" قال "هم الخوارج" وفي قوله تعالى "يوم تبيض وجوه وتسود وجوه" قال:"هم الخوارج" وقد رواه ابن مردويه من غير وجه عن أبي غالب عن أبي أمامة فذكره وهذا الحديث أقل أقسامه أن يكون موقوفا من كلام الصحابي ومعناه صحيح فإن أول بدعة وقعت في الإسلام فتنة الخوارج وكان مبدؤهم بسبب الدنيا حين قسم النبي صلى الله عليه وسلم غنائم حنين فكأنهم رأوا في عقولهم الفاسدة أنه لم يعدل في القسمة ففاجأوه بهذه المقالة فقال قائلهم:وهو ذو الخويصرة بقر الله خاصرته اعدل فإنك لم تعدل فقال رسول الله صلى الله عليه وسلم "لقد خبت وخسرت إن لم أكن أعدل أيأمنني على أهل الأرض ولا تأمنوني" فلما قفا الرجل استأذن عمر بن الخطاب وفي رواية خالد بن الوليد في قتله فقال "دعه فإنه يخرج من ضئضئ هذا أي من جنسه قوم يحقر أحدكم صلاته مع صلاتهم وقراءته مع قراءتهم يمرقون من الدين كما يمرق السهم من الرميّة فأينما لقيتموهم فاقتلوهم فإن في قتلهم أجرا لمن قتلهم" ثم كان ظهورهم أيام علي بن أبي طالب رضي الله عنه وقتلهم بالنهروان ثم تشعبت منهم شعوب وقبائل وآراء وأهواء ومقالات ونحل كثيرة منتشرة ثم انبعثت القدرية ثم المعتزلة ثم الجهمية وغير ذلك من البدع التي أخبر عنها الصادق المصدوق صلى الله عليه وسلم في قوله "وستفترق هذه الأمة على ثلاث وسبعين فرقة كـلها في النار إلا واحدة" قالوا وما هم يا رسول الله؟ قال "من كان على ما أنا عليه وأصحابي" أخرجه الحاكـم في مستدركه بهذه الزيادة. وقال الحافظ أبو يعلى:حدثنا أبو موسى حدثنا عمرو بن عاصم حدثنا المعتمر عن أبيه عن قتادة عن الحسن بن جندب بن عبدالله أنه بلغه عن حذيفة أو سمعه منه يحدث عن رسول الله صلى الله عليه وسلم أنه ذكر "إن في أمتي قوما يقرؤن القرآن ينثرونه نثر الدقل يتأولونه على غير تأويله" لم يخرجوه. وقوله تعالى "وما يعلم تأويله إلا الله" اختلف القراء في الوقف ههنا فقيل على الجلالة كما تقدم عن ابن عباس رضي الله عنه أنه قال:التفسير على أربعة أنحاء فتفسير لا يعذر أحد في فهمه وتفسير تعرفه العرب من لغاتها وتفسير يعلمه الراسخون في العلم وتفسير لا يعلمه إلا الله ويروى هذا القول عن عائشة وعروة وأبي الشعثاء وأبي نهيك وغيرهم. وقال الحافظ أبو القاسم في المعجم الكبير:حدثنا هاشم بن مرثد حدثنا محمد بن إسماعيل بن عياش حدثني أبي حدثني ضمضم بن زرعة عن شريح بن عبيد عن أبي مالك الأشعري أنه سمع رسول الله صلى الله عليه وسلم يقول:"لا أخاف على أمتي إلا ثلاث خلال أن يكثر لهم المال فيتحاسدوا فيقتتلوا وأن يفتح لهم الكتاب فيأخذه المؤمن يبتغي تأويله "وما يعلم تأويله إلا الله والراسخون في العلم يقولون آمنا به" الآية وإن يزداد علمهم فيضيعوه ولا يبالون عنه" غريب جدا. وقال ابن مردويه:حدثنا محمد بن إبراهيم حدثنا أحمد بن عمرو حدثنا هشام بن عمار حدثنا ابن أبي حاتم عن أبيه عن عمرو بن شعيب عن أبيه عن ابن العاص عن رسول الله صلى الله عليه وسلم قال "إن القرآن لم ينزل ليكذب بعضه بعضا فما عرفتم منه فاعملوا به وما تشابه منه فآمنوا به ". وقال عبدالرزاق أنبأنا معمر عن ابن طاووس عن أبيه قال:كان ابن عباس يقرأ:وما يعلم تأويله إلا الله ويقول الراسخون آمنا به. وكذا رواه ابن جرير عن عمر بن عبدالعزيز ومالك بن أنس أنهم يؤمنون به ولا يعلمون تأويله. وحكى ابن جرير أن في قراءة عبدالله بن مسعود إن تأويله إلا عند الله والراسخون في العلم يقولون آمنا به وكذا عن أبي بن كعب واختار ابن جرير هذا القول. ومنهم من يقف على قوله والراسخون في العلم وتبعهم كثير من المفسرين وأهل الأصول وقالوا الخطاب بما لا يفهم بعيد وقد روى ابن أبي نجيح عن مجاهد عن ابن عباس أنه قال:أنا من الراسخين الذين يعلمون تأويله وقال ابن أبي نجيح عن مجاهد والراسخون في العلم يعلمون تأويله ويقولون آمنا به وكذا قال الربيع بن أنس. وقال محمد بن إسحق عن محمد بن جعفر بن الزبير:وما يعلم تأويله الذي أراد ما أراد إلا الله والراسخون في العلم يقولون آمنا به ثم ردوا تأويل المتشابهات على ما عرفوا من تأويل المحكمة التي لا تأويل لأحد فيها إلا تأويل واحد فاتسق بقولهم الكتاب وصدق بعضه بعضا فنفذت الحجة وظهر به العذر وزاح به الباطل ودفع به الكفر وفي الحديث أن رسول الله صلى الله عليه وسلم دعا لابن عباس فقال "اللهم فقهه في الدين وعلمه التأويل" ومن العلماء من فصل وهذا المقام قال:التأويل يطلق ويراد به في القرآن معنيان أحدهما التأويل بمعنى حقيقة الشيء وما يؤول أمره إليه ومنه قوله تعالى "وقال يا أبت هذا تأويل رؤياي من قبل" وقوله "هل ينظرون إلا تأويله يوم يأتي تأويله" أي حقيقة ما أخبروا به من أمر المعاد فإن أريد بالتأويل هذا فالوقف على الجلالة لأن حقائق الأمور وكنهها لا يعلمه على الجلية إلا الله عز وجل ويكون قوله "والراسخون في العلم" مبتدأ و"يقولون آمنا به" خبره وأما إن أريد بالتأويل المعنى الآخر وهو التفسير والبيان والتعبير عن الشيء كقوله "نبئنا بتأويله" أي بتفسيره فإن أريد به هذا المعنى فالوقف على "والراسخون في العلم" لأنهم يعلمون ويفهمون ما خوطبوا به بهذا الاعتبار وإن لم يحيطوا علما بحقائق الأشياء على كنه ما هي عليه وعلى هذا فيكون قوله "يقولون آمنا به" حال منهم وساغ هذا وأن يكون من المعطوف دون المعطوف عليه كقوله "للفقراء المهاجرين الذين أخرجوا من ديارهم وأموالهم - إلى قوله - "يقولون ربنا اغفر لنا ولإخواننا" الآية وقوله تعالى "وجاء ربك والملك صفا صفا" أي وجاء الملائكة صفوفا صفوفا. وقوله إخبارا عنهم إنهم يقولون آمنا به أي المتشابه كل من عند ربنا أي الجميع من المحكم والمتشابه حق وصدق وكل واحد منهما يصدق الآخر ويشهد له لأن الجميع من عند الله وليس شيء من عند الله بمختلف ولا متضاد كقوله "أفلا يتدبرون القرآن ولو كان من عند غير الله لوجدوا فيه اختلافا كثيرا" ولهذا قال تعالى "وما يذكر إلا أولوا الألباب" أي إنما يفهم ويعقل ويتدبر المعانى على وجهها أولو العقول السليمة والفهوم المستقيمة وقد قال ابن أبي حاتم حدثنا محمد بن عوف الحمصي حدثنا نعيم بن حماد حدثنا فياض الرقي حدثنا عبيدالله بن يزيد وكان قد أدرك أصحاب النبي صلى الله عليه وسلم أنسا وأبا أمامة وأبا الدرداء أن رسول الله صلى الله عليه وسلم سئل عن الراسخين في العلم فقال "من برت يمينه وصدق لسانه واستقام قلبه ومن عف بطنه وفرجه فذلك من الراسخين في العلم". وقال الإمام أحمد حدثنا معمر عن الزهري عن عمرو بن شعيب عن أبيه عن جده قال:سمع رسول الله صلى الله عليه وسلم قوما يتدارؤن فقال "إنما هلك من كان قبلكم بهذا ضربوا كتاب الله بعضه ببعض وإنما أنزل كتاب الله ليصدق بعضه بعضا فلا تكذبوا بعضه ببعض فما علمتم منه فقولوا به. وما جهلتم فكلوه إلى عالمه" وتقدم رواية ابن مردويه لهذا الحديث من طريق هشام بن عمار عن أبي حازم عن عمرو بن شعيب به وقد قال أبو يعلى الموصلي في مسنده:حدثنا زهير بن حرب حدثنا أنس بن عياض عن أبي حازم عن أبي سلمة قال:لا أعلمه إلا عن أبي هريرة أن رسول الله صلى الله عليه وسلم قال "نزل القرآن على سبعة أحرف والمراء في القرآن كفر- قالها ثلاثا - ما عرفتم منه فاعملوا به وما جهلتم منه فردوه إلى عالمه جل جلاله" وهذا إسناد صحيح ولكن فيه علة بسبب قول الراوي لا أعلمه إلا عن أبي هريرة. وقال ابن المنذر في تفسيره:حدثنا محمد بن عبدالله بن عبدالحكم:حدثنا ابن وهب أخبرني نافع بن يزيد قال:يقال الراسخون في العلم المتواضعون لله المتذللون لله في مرضاته لا يتعاظمون على من فوقهم ولا يحقرون من دونهم. ثم قال تعالى عنهم مخبرا أنهم دعوا ربهم قائلين "ربنا لا تزغ قلوبنا بعد إذ هديتنا".

The Mutashabihat and Muhkamat Ayat

Allah states that in the Qur'an, there are Ayat that are Muhkamat, entirely clear and plain, and these are the foundations of the Book which are plain for everyone. And there are Ayat in the Qur'an that are Mutashabihat not entirely clear for many, or some people. So those who refer to the Muhkam Ayat to understand the Mutashabih Ayat, will have acquired the correct guidance, and vice versa. This is why Allah said,

هُنَّ أُمُّ الْكِتَـبِ

(They are the foundations of the Book), meaning, they are the basis of the Qur'an, and should be referred to for clarification, when warranted,

وَأُخَرُ مُتَشَـبِهَـتٌ

(And others not entirely clear) as they have several meanings, some that agree with the Muhkam and some that carry other literal indications, although these meaning might not be desired.

The Muhkamat are the Ayat that explain the abrogating rulings, the allowed, prohibited, laws, limits, obligations and rulings that should be believed in and implemented. As for the Mutashabihat Ayat, they include the abrogated Ayat, parables, oaths, and what should be believed in, but not implemented.

Muhammad bin Ishaq bin Yasar commented on,

مِنْهُ آيَـتٌ مُّحْكَمَـتٌ

(In it are verses that are entirely clear) as "Containing proof of the Lord, immunity for the servants and a refutation of opponents and of falsehood. They cannot be changed or altered from what they were meant for." He also said, "As for the unclear Ayat, they can (but must not) be altered and changed, and this is a test from Allah to the servants, just as He tested them with the allowed and prohibited things. So these Ayat must not be altered to imply a false meaning or be distorted from the truth."

Therefore, Allah said,

فَأَمَّا الَّذِينَ فى قُلُوبِهِمْ زَيْغٌ

(So as for those in whose hearts there is a deviation) meaning, those who are misguided and deviate from truth to falsehood,

فَيَتَّبِعُونَ مَا تَشَـبَهَ مِنْهُ

(they follow that which is not entirely clear thereof) meaning, they refer to the Mutashabih, because they are able to alter its meanings to conform with their false interpretation since the wordings of the Mutashabihat encompass such a wide area of meanings. As for the Muhkam Ayat, they cannot be altered because they are clear and, thus, constitute unequivocal proof against the misguided people. This is why Allah said,

ابْتِغَآءَ الْفِتْنَةِ

(seeking Al-Fitnah) meaning, they seek to misguide their following by pretending to prove their innovation by relying on the Qur'an -- the Mutashabih of it -- but, this is proof against and not for them. For instance, Christians might claim that `Isa is divine because the Qur'an states that he is Ruhullah and His Word, which He gave to Mary, all the while ignoring Allah's statements,

إِنْ هُوَ إِلاَّ عَبْدٌ أَنْعَمْنَا عَلَيْهِ

(He `Isa was not more than a servant. We granted Our favor to him.) 43:59, and,

إِنَّ مَثَلَ عِيسَى عِندَ اللَّهِ كَمَثَلِ ءَادَمَ خَلَقَهُ مِن تُرَابٍ ثُمَّ قَالَ لَهُ كُن فَيَكُونُ

(Verily, the likeness of `Isa before Allah is the likeness of Adam. He created him from dust, then (He) said to him: "Be!" and he was.) 3:59.

There are other Ayat that clearly assert that `Isa is but one of Allah's creatures and that he is the servant and Messenger of Allah ﷺ, among other Messengers.

Allah's statement,

وَابْتِغَآءَ تَأْوِيلِهِ

(And seeking for its Ta'wil,) to alter them as they desire. Imam Ahmad recorded that `A'ishah said, "The Messenger of Allah ﷺ recited,

هُوَ الَّذِى أَنزَلَ عَلَيْكَ الْكِتَـبَ مِنْهُ آيَـتٌ مُّحْكَمَـتٌ هُنَّ أُمُّ الْكِتَـبِ وَأُخَرُ مُتَشَـبِهَـتٌ

(It is He Who has sent down to you the Book. In it are verses that are entirely clear, they are the foundations of the Book; and others not entirely clear,), until,

أُوْلُواْ الأَلْبَـبِ

(Men of understanding) and he said,

«فَإِذَا رَأَيْتُمُ الَّذِين يُجَادِلُونَ فِيهِ، فَهُمُ الَّذِينَ عَنَى اللهُ، فَاحْذَرُوهُم»

(When you see those who argue in it (using the Mutashabihat), then they are those whom Allah meant. Therefore, beware of them.)"

Al-Bukhari recorded a similar Hadith in the Tafsir of this Ayah 3:7, as did Muslim in the book of Qadar (the Divine Will) in his Sahih, and Abu Dawud in the Sunnah section of his Sunan, from `A'ishah; "The Messenger of Allah ﷺ recited this Ayah,

هُوَ الَّذِى أَنزَلَ عَلَيْكَ الْكِتَـبَ مِنْهُ آيَـتٌ مُّحْكَمَـتٌ

(It is He Who has sent down to you the Book. In it are verses that are entirely clear,) until,

وَمَا يَذَّكَّرُ إِلاَّ أُوْلُواْ الأَلْبَـبِ

(And none receive admonition except men of understanding.)

He then said,

«فَإِذَا رَأَيْتِ الَّذِينَ يَتَّبِعُونَ مَا تَشَابَهَ مِنْهُ؛ فَأُولئِكَ الَّذِينَ سَمَّى اللهُ، فَاحْذَرُوهُم»

(When you see those who follow what is not so clear of the Qur'an, then they are those whom Allah described, so beware of them.)"

This is the wording recorded by Al-Bukhari.

Only Allah Knows the True Ta'wil (Interpretation) of the Mutashabihat

Allah said,

وَمَا يَعْلَمُ تَأْوِيلَهُ إِلاَّ اللَّهُ

(But none knows its Ta'wil except Allah.)

Similarly, as preceded in what has been reported from Ibn `Abbas, "Tafsir is of four types: Tafsir that the Arabs know in their language; Tafsir that no one is excused of being ignorant of; Tafsir that the scholars know; and Tafsir that only Allah knows." Scholars of Qur'an recitation have different opinions about pausing at Allah's Name in this Ayah. This stop was reported from `A'ishah, `Urwah, Abu Ash-Sha`tha' and Abu Nahik.

Some pause after reciting,

وَالرَسِخُونَ فِي الْعِلْمِ

(And those who are firmly grounded in knowledge) saying that the Qur'an does not address the people with what they cannot understand. Ibn Abi Najih said that Mujahid said that Ibn `Abbas said, "I am among those who are firmly grounded in its Ta'wil interpretation." The Messenger of Allah ﷺ supplicated for the benefit of Ibn `Abbas,

«اللَّهُمَّ فَقِّهْهُ فِي الدِّينِ وَعَلِّمْهُ التَّأْوِيل»

(O Allah! Bestow on him knowledge in the religion and teach him the Ta'wil (interpretation).)

Ta'wil has two meanings in the Qur'an, the true reality of things, and what they will turn out to be. For instance, Allah said,

وَقَالَ يأَبَتِ هَـذَا تَأْوِيلُ رُؤْيَـى مِن قَبْلُ

(And he said: "O my father! This is the Ta'wil of my dream aforetime!".) 12:100, and,

هَلْ يَنظُرُونَ إِلاَّ تَأْوِيلَهُ يَوْمَ يَأْتِى تَأْوِيلُهُ

(Await they just for it's Ta'wil On the Day (Day of Resurrection) it's Ta'wil is finally fulfillled.)(7:53) refers to the true reality of Resurrection that they were told about. If this is the meaning desired in the Ayah above 3:7, then pausing after reciting Allah's Name is warranted, because only Allah knows the true reality of things. In this case, Allah's statement,

وَالرَسِخُونَ فِي الْعِلْمِ

(And those who are firmly grounded in knowledge) is connected to His statement,

يَقُولُونَ ءَامَنَّا بِهِ

(say: "We believe in it") If the word Ta'wil means the second meaning, that is, explaining and describing, such as what Allah said,

نَبِّئْنَا بِتَأْوِيلِهِ

((They said): "Inform us of the Ta'wil of this") meaning its explanation, then pausing after reciting,

وَالرَسِخُونَ فِي الْعِلْمِ

(And those who are firmly grounded in knowledge) is warranted. This is because the scholars have general knowledge in, and understand what they were addressed with, even though they do not have knowledge of the true reality of things. Therefore, Allah's statement,

يَقُولُونَ ءَامَنَّا بِهِ

(say: "We believe in it") describes the conduct of the scholars. Similarly, Allah said,

وَجَآءَ رَبُّكَ وَالْمَلَكُ صَفّاً صَفّاً

(And your Lord comes, and the angels, in rows.) 89:22 means, your Lord will come, and the angels will come in rows.

Allah's statement that the knowledgeable people proclaim,

يَقُولُونَ ءَامَنَّا بِهِ

(We believe in it) means, they believe in the Mutashabih.

كُلٌّ مِّنْ عِندِ رَبِّنَا

(all of it is from our Lord) meaning, both the Muhkam and the Mutashabih are true and authentic, and each one of them testifies to the truth of the other. This is because they both are from Allah and nothing that comes from Allah is ever met by contradiction or discrepancy. Allah said,

أَفَلاَ يَتَدَبَّرُونَ الْقُرْءَانَ وَلَوْ كَانَ مِنْ عِندِ غَيْرِ اللَّهِ لَوَجَدُواْ فِيهِ اخْتِلَـفاً كَثِيراً

(Do they not then consider the Qur'an carefully Had it been from other than Allah, they would surely have found therein many a contradiction.) 4:82.

Allah said in his Ayah 3:7,

وَمَا يَذَّكَّرُ إِلاَّ أُوْلُواْ الأَلْبَـبِ

(And none receive admonition except men of understanding. ) meaning, those who have good minds and sound comprehension, understand, contemplate and comprehend the meaning in the correct manner. Further, Ibn Al-Mundhir recorded in his Tafsir that Nafi` bin Yazid said, "Those firmly grounded in knowledge are those who are modest for Allah's sake, humbly seek His pleasure, and do not exaggerate regarding those above them, or belittle those below them."

Allah said that they supplicate to their Lord,

رَبَّنَا لاَ تُزِغْ قُلُوبَنَا بَعْدَ إِذْ هَدَيْتَنَا

(Our Lord! Let not our hearts deviate (from the truth) after You have guided us.) meaning, "Do not deviate our hearts from the guidance after You allowed them to acquire it. Do not make us like those who have wickedness in their hearts, those who follow the Mutashabih in the Qur'an. Rather, make us remain firmly on Your straight path and true religion."

وَهَبْ لَنَا مِن لَّدُنكَ

(And grant us from Ladunka) meaning, from You,

رَحْمَةً

(Mercy) with which You make our hearts firm, and increase in our Faith and certainty,

إِنَّكَ أَنتَ الْوَهَّابُ

(Truly, You are the Bestower)

Ibn Abi Hatim and Ibn Jarir recorded that Umm Salamah said that the Prophet used to supplicate,

«يَا مُقَلِّبَ الْقُلُوبِ ثَبِّتْ قَلْبِي عَلَى دِينِك»

(O You Who changes the hearts, make my heart firm on Your religion.)

He then recited,

رَبَّنَا لاَ تُزِغْ قُلُوبَنَا بَعْدَ إِذْ هَدَيْتَنَا وَهَبْ لَنَا مِن لَّدُنكَ رَحْمَةً إِنَّكَ أَنتَ الْوَهَّابُ

("Our Lord! Let not our hearts deviate (from the truth) after You have guided us, and grant us mercy from You. Truly, You are the Bestower.") The Ayah continues,

رَبَّنَآ إِنَّكَ جَامِعُ النَّاسِ لِيَوْمٍ لاَّ رَيْبَ فِيهِ

("Our Lord! Verily, it is You Who will gather mankind together on the Day about which there is no doubt") meaning, they say in their supplication: O our Lord! You will gather Your creation on the Day of Return, judge between them and decide over what they disputed about. Thereafter, You will reward or punish each according to the deeds they did in this life.

He it is Who revealed to you the Book wherein are verses that are clear lucid in proof forming the Mother Book the original basis for rulings and others allegorical whose meanings are not known such as the opening verses of some sūras. He God refers to the whole Qur’ān as 1 ‘clear’ muhkam where He says A Book whose verses have been made clear Q. 111 meaning that it contains no imperfections; and as 2 ‘allegorical’ mutashābih where He says A Book consimilar Q. 3923 meaning that its parts resemble each other in terms of beauty and veracity. As for those in whose hearts is deviation inclination away from truth they follow the allegorical part desiring sedition among the ignorant of them throwing them into specious arguments and confusion and desiring its interpretation its explanation and none knows its interpretation its explanation save God Him alone. And those firmly rooted established and capable in knowledge al-rāsikhūna fī’l-‘ilm is the subject the predicate of which is what follows say ‘We believe in it the allegorical part that it is from God and we do not know its meaning; all of the clear and the allegorical is from our Lord’; yet none remembers yadhdhakkar the initial tā’ of yatadhakkar has been assimilated with the dhāl that is none is admonished but people of pith possessors of intellect who when they see those following that allegorical part only also say

Moving from the affirmation of the principle of Allah's Oneness, the text now answers some doubts raised against it. As stated briefly a little earlier, this verse was revealed in a specific background. Once a group of Christians came to the Holy Prophet ﷺ and started talking about religion. The Holy Prophet ﷺ ، refuted their doctrine of Trinity in details and proved the Oneness of Allah with reference to the eternal existence, the perfect power, the all encompassing knowledge; and the most unique creativity of Allah Almighty who had to be One and indivisible. The Christians had to accept these premises and once توحید tauhid was proved, the converse, that is, the belief in Trinity was also proved untenable. The Christians then expressed their doubts about some words of the Holy Qur'an in which Sayyidna 'Isa (علیہ السلام) i.e. Jesus Christ has been called 'Ruhullah روحُ اللہ ' (the Spirit of Allah) or 'Kalimatullah کلیمُ اللہ ' (the Word of Allah), which according to them led to prove that Sayyidna ` Isa ؓ had a share in the divinity of Allah.

Through this verse, Allah Almighty has put an end to these doubts by saying that such expressions are in the category of Mutashabihat where the outward meaning is not intended; they are, rather, a secret between Allah and His Messenger, the reality of which cannot become manifest to others for whom it is not even appropriate to go about determining the possible meanings of these words. One has to have faith in them by believing that whatever Allah Almighty has elected to mean through them is the truth. It is not permissible to dig deeper and mount further researches in this direction.

Meaning of Muhkamat and Mutashabih متشبھات

Allah Almighty has, by Mentioning Muhkamat محکمات and : Mutashabihat متشبھات right there in the beginning, pointed out towards a general principle which, if understood, could eradicate many doubts and disputes. The principle is that the Holy Qur'an has two kinds of verses; one is known as the Muhkamat محکمات (of established meaning) and the other as the Mutashabihat متشبھات (whose definite meanings are unknown).

Muhkamat محکمات is the name of verses the meaning of which is open and clear to one who knows the rules of Arabic grammar fairly well. But when the meanings and explanations of particular verses are not clear to such' a person, then, such verses are called the Mutashabihat متشبھات . (Mazhari, v2)

Allah Almighty has called the first kind of verses, that is, the Muhkamat محکمات ` Umm al-Kitab اُمُ الکتاب ' (which has been translated literally as 'mother verses' ) meaning thereby that such verses are the very root and essence of all teachings, and the meanings and explanations of which are free of doubt or ambiguity.

Since the exact intention of the second kind of verses, that is, the Mutashabihat متشبھات remains ambiguous and uncertain, therefore, the correct method of their interpretation would be to harmonize them with the first kind, that is, the Muhkamat محکمات . Then, the rule is that any interpretation of the Mutashabihat متشبھات which goes against the first kind should be rejected absolutely and only that interpretation should be given credence which is not against the verses of established meaning (Muhkamat محکمات). For example, the Holy Qur'an has clarified the position of Sayyidna Isa (علیہ السلام) (Jesus Christ) by saying إِنْ هُوَ إِلَّا عَبْدٌ أَنْعَمْنَا عَلَيْهِ (he is nothing but a servant upon whom We have bestowed Our blessing 43:59), or as elsewhere in the Qur'an, by إِنَّ مَثَلَ عِيسَىٰ عِندَ اللَّـهِ كَمَثَلِ آدَمَ خَلَقَهُ مِن تُرَ‌ابٍ (the example of ` Isa before Allah is like that of Adam whom He created from clay - 3:59).

These and several other verses like them show it clearly that Sayyidn ` Isa Masih, (علیہ السلام) is a chosen servant of Allah created by Him. Therefore, the claim of Christians investing him with godhood and son ship is not correct.

Now, if someone closes his eyes towards all these verses which have an established meaning and unnecessarily coils with the expressions, كَلِمَۃ اللَّـهِ (the Word of Allah) and رُ‌وحٌ مِّنْهُ (a spirit from Him) and their likes from the category of Mutashabihat متشبھات (verses whose definite meanings cannot be ascertained) and starts deducing from them meanings which are against the Muhkamat محکمات of Qur'an and other consistent statements, then, that would be a simple case of going astray and being ob-stinate.

The real meanings of Mutashabihat متشبھات are known to Allah alone. It is He who, in His mercy and favour, informs anyone He chooses of what-ever part of the unknown He wills. Therefore, it is not correct to try and impose a certain meaning based on one's personal opinion.

The purpose of the statement, فَأَمَّا الَّذِينَ فِي قُلُوبِهِمْ زَيْغٌ'now those who have crookedness in their hearts...' is that people who are gentle in nature do not go about investigating much about Mutashabihat متشبھات . Instead, they accept these verses and simply believe in them taking these as the true Word of Allah. They realise that He, due to some wise consideration of His, did not reveal to us their meaning. This approach is, indeed, the safest and the most cautious. But, quite contrary to this, there still are people with crookedness in their hearts. They, with eyes closed, go on investigating and deliberating on Mutashabihat متشبھات to justify meanings that suit their fancies so that they can lead people astray. For such people, stern warnings have appeared in the Qur'an and Hadith.

Sayyidah ` A'ishah ؓ says that the Messenger of Allah said: When you see people busy investigating into the Mutashabihat متشبھات ، stay away from them because these are the same people Allah has talked about (in the Qur'an). (Bukhari)

In another hadith, he said: I have three apprehensions about my people (ummah): (1) That they become wealthy and start to envy each other resulting in rifts and bloodshed; (2) that the Book of Allah is trifled with (that is, even the uninitiated and ignorant claim its perfect understanding through translations) and that which is not supposed to be understood (Mutashabihat متشبھات) becomes the very object of deliberations and investigations although Allah alone is the One who knows their meaning; (3) that they allow their knowledge, once it has increased, go to waste by forsaking efforts to increase it further. (Ibn Kathir with reference to Tabarani)

Who are the ones 'well grounded' in knowledge as identified towards the end of the verse وَالرَّ‌اسِخُونَ فِي الْعِلْمِ يَقُولُونَ آمَنَّا بِهِ ? Muslims scholars have offered different explanations in this connection. The weightier position is that the reference here is to ahl al-sunnah wa al jama’ ah اہل السنۃ والجماعت ، the main body of Muslims who give credence only to that interpretation and explanation of the Holy Qur'an and Sunnah which has been authentically reported from the blessed Companions ؓ ، the righteous generations following them and upon which there is the consensus of the Muslim community, and who believe that the Muhhamat (verses of established meaning) of Qur'an are its axis and centre, and who, humbly confessing their limitations of knowledge and insight, leave to Allah the real meanings of Mutashabihat متشبھات which are beyond their compre-hension and conceptualization. They are never proud of their knowledge, howsoever perfect it may be, nor of the strength of their faith. In-stead of that, they constantly pray to Allah seeking steadfastness from Him, and His grace and mercy. They do not have mischief-prone temperaments which would instigate them to follow Mutashabihat متشبھات alone as the object of their intellectual pursuit. They take both, the Muhkamat محکمات and the Mutashabihat متشبھات ، to be the truth because they firmly believe that both kinds of verses have emanated from one single source. But, the need to find out the meanings of the Muhkamat محکمات was, of course, useful and essential for us. This Allah Almighty has not kept secret. The meanings of such verses have been made very open and clear. Since Allah Almighty has elected not to disclose the meanings of Mutashabihat متشبھات to us due to some wise consideration of His, it is simply not necessary for us to find it out. That we believe in them as they are is quite sufficient. (Abridged from Mazhari)

He it is who has sent down upon thee the Book, wherein are firm verses, which are the mother of the Book, and others ambiguous. He is neither a name nor an attribute. Rather, it is an allusion to being. It means that our Lord is, He is fitting to be, and He has been-beyond location and transcendent in attributes. ShurayḤ ʿābid said, “I saw a dervish in the mosque of the Sanctuary calling upon God by saying, 'O He who is He! O He other than whom there is no he! Forgive me.' A voice came from the Unseen: 'O dervish, you received so much reward for saying that the first time that the angels will be writ- ing it out until the resurrection.'” Huwa is two letters, h and w. The place of articulation of h is the last part of the throat, and the place of articulation of the w is the first part of the throat. This alludes to the fact that the letters begin from Him at first and return to Him at last. From Him they begin and to Him they return. It has also been said it alludes to the created things and engendered beings: all things come in the beginning from His power and return in the end by His decree. A dervish in the state of rapture was asked, “What is your name?” He answered, “He.” They said, “Where have you come from?” He said, “He.” They said, “What do you want?” He said, “He.” They said, “Perhaps you mean 'God'.” When the dervish heard the name God, he gave his spirit to the name and left this world. The painters depict Your name in a hundred meanings; remembering You and Your name they give up their spirits. They scatter their lives for the scent of union with You with nothing in hand of Your description but incapacity. Wherein are firm verses, which are the mother of the Book, and others ambiguous. These are the two great divisions of the Qur'an, one apparent and clear, the other abstruse and difficult. The ap- parent belongs to the majesty of the Shariah, and the difficult belongs to the beauty of the Haqiqah. The apparent is so the common people may reach joy and blessings by perceiving it and putting it into practice. The difficult is so the elect may reach the mystery of the Beneficent by surrendering and attesting to it. From the place of blessings and joy to the place of intimacy and mystery are numerous ups and downs. Given the exaltedness of this state and the eminence of this work, He did not lift up the curtain of abstruseness and ambiguity, lest any of the non-privy walk into this street, for not everyone is worthy to know the secrets of kings. Go, don't wander round the pavilion of secrets! Why try? You're no man for this battle. It needs a man cut off from both worlds to drink down the dregs of the friends' draft.
