28:59 Al-Qasas (The Stories)

ومن حكمته ورحمته أن لا يعذب الأمم بمجرد كفرهم قبل إقامة الحجة عليهم، بإرسال الرسل إليهم، ولهذا قال: { وَمَا كَانَ رَبُّكَ مُهْلِكَ الْقُرَى } أي: بكفرهم وظلمهم { حَتَّى يَبْعَثَ فِي أُمِّهَا } أي: في القرية والمدينة التي إليها يرجعون، ونحوها يترددون، وكل ما حولها ينتجعها، ولا تخفى عليه أخبارها.{ رَسُولًا يَتْلُو عَلَيْهِمْ آيَاتِنَا } الدالة على صحة ما جاء به، وصدق ما دعاهم إليه، فيبلغ قوله قاصيهم ودانيهم، بخلاف بعث الرسل في القرى البعيدة، والأطراف النائية، فإن ذلك مظنة الخفاء والجفاء، والمدن الأمهات مظنة الظهور والانتشار، وفي الغالب أنهم أقل جفاء من غيرهم.{ وَمَا كُنَّا مُهْلِكِي الْقُرَى إِلَّا وَأَهْلُهَا ظَالِمُونَ } بالكفر والمعاصي، مستحقون للعقوبة. والحاصل: أن اللّه لا يعذب أحدا إلا بظلمه، وإقامة الحجة عليه.

قال: "وما كان ربك مهلك القرى حتى يبعث في أمها" وهي مكة "رسولا يتلوا عليهم آياتنا" فيه دلالة على أن النبي الأمي وهو محمد صلى الله عليه وسلم المبعوث من أم القرى رسول إلى جميع القرى من عرب وأعجام كما قال تعالى: "لتنذر أم القرى ومن حولها" وقال تعالى: "قل يا أيها الناس إني رسول الله إليكم جميعا" وقال: "لأنذركم به ومن بلغ" وقال: "ومن يكفر به من الأحزاب فالنار موعده" وتمام الدليل قوله تعالى: "وإن من قرية إلا نحن مهلكوها قبل يوم القيامة أو معذبوها عذابا شديدا" فأخبر تعالى أنه سيهلك كل قرية قبل يوم القيامة وقد قال تعالى: "وما كنا معذبين حتى نبعث رسولا" فجعل تعالى بعثة النبي الأمي شاملة لجميع القرى لأنه مبعوث إلى أمها وأصلها التي ترجع إليها وثبت في الصحيحين عنه صلوات الله وسلامه عليه أنه قال: "بعثت إلى الأحمر والأسود" ولهذا ختم به النبوة والرسالة فلا نبي بعده ولا رسول بل شرعه باق بقاء الليل والنهار إلى يوم القيامة وقيل المراد بقوله: "حتى يبعث في أمها رسولا" أي أصلها وعظيمتها كأمهات الرساتيق والأقاليم حكاه الزمخشري وابن الجوزي وغيرهما وليس ببعيد.

The Destruction of Towns, which are not destroyed until Evidence is established against Them

Referring to the people of Makkah, Allah says:

وَكَمْ أَهْلَكْنَا مِن قَرْيَةٍ بَطِرَتْ مَعِيشَتَهَا

(And how many a town have We destroyed, which was thankless for its means of livelihood!) They were arrogant transgressors who denied Allah's blessing of giving them ample provision. This is like the Ayah, o

وَضَرَبَ اللَّهُ مَثَلاً قَرْيَةً كَانَتْ ءَامِنَةً مُّطْمَئِنَّةً يَأْتِيهَا رِزْقُهَا رَغَدًا مِّن كُلِّ مَكَانٍ

(And Allah puts forward the example of a township, that dwelt secure and well-content: its provision coming to it in abundance from every place) until:

فَأَخَذَهُمُ الْعَذَابُ وَهُمْ ظَـلِمُونَ

(So the torment overtook them while they were wrongdoers.) (16:112-113) Allah said:

فَتِلْكَ مَسَـكِنُهُمْ لَمْ تُسْكَن مِّن بَعْدِهِمْ إِلاَّ قَلِيلاً

(And those are their dwellings, which have not been inhabited after them except a little.) Their land became empty and desolate, and you can see nothing but their dwellings.

وَكُنَّا نَحْنُ الْوَرِثِينَ

(And verily, We have been the heirs.) Their towns became ruins, with none remaining. Then Allah tells us of His justice and that He does not destroy anyone unjustly; on the contrary, He destroys those whom He destroys after establishing proof against them. So, he says:

وَمَا كَانَ رَبُّكَ مُهْلِكَ الْقُرَى حَتَّى يَبْعَثَ فِى أُمِّهَا

(And never will your Lord destroy the towns until He sends to their mother town) i.e., Makkah --

رَسُولاً يَتْلُو عَلَيْهِمْ ءَايَـتِنَا

(a Messenger reciting to them Our Ayat.) This indicates that the Unlettered Prophet, Muhammad was sent from the Mother of Cities as a Messenger to all cities and towns, Arab and non-Arab alike. This is like the Ayat:

لِّتُنذِرَ أُمَّ الْقُرَى وَمَنْ حَوْلَهَا

(so that you may warn the Mother of Towns and all those around it) (6:92).

قُلْ يَأَيُّهَا النَّاسُ إِنِّى رَسُولُ اللَّهِ إِلَيْكُمْ جَمِيعًا

(Say: "O mankind! Verily, I am sent to you all as the Messenger of Allah.") (7:158),

لاٌّنذِرَكُمْ بِهِ وَمَن بَلَغَ

(That I may therewith warn you and whomsoever it may reach.) (6:19)

وَمَن يَكْفُرْ بِهِ مِنَ الاٌّحْزَابِ فَالنَّارُ مَوْعِدُهُ

(but those of the sects that reject it, the Fire will be their promised meeting place.) (11:17).

وَإِن مِّن قَرْيَةٍ إِلاَّ نَحْنُ مُهْلِكُوهَا قَبْلَ يَوْمِ الْقِيَـمَةِ أَوْ مُعَذِّبُوهَا عَذَابًا شَدِيدًا

(And there is not a town but We shall destroy it before the Day of Resurrection, or punish it with a severe torment.) (17:58). Allah tells us that He will destroy every town before the Day of Resurrection, as He says:

وَمَا كُنَّا مُعَذِّبِينَ حَتَّى نَبْعَثَ رَسُولاً

(And We never punish until We have sent a Messenger.) (17:15). Allah has sent the Unlettered Prophet to all the towns (all of mankind), because he has been sent to the Mother of Cities, their source to which they all return. It was recorded in the Two Sahihs that the Prophet said:

«بُعِثْتُ إِلَى الْأَحْمَرِ وَالْأَسْوَد»

(I have been sent to the red and the black.) Prophethood ended with him, and there is no Prophet or Messenger to come after him, but his way will remain as long as night and day remain, until the Day of Resurrection.

And your Lord never destroyed the towns because of evildoing on their part until He had raised up in their mother-town that is the major town among them a messenger to recite Our signs to them. And We never destroyed the towns unless their inhabitants were committing evil by denying the messengers.

حَتَّىٰ يَبْعَثَ فِي أُمِّهَا رَ‌سُولًا (Unless he sends to their central place a messenger -28:59). Popular meaning of the word 'Umm is mother, and since mother is the very basis of human creation, hence the word 'Umm (اُمَّ ) is also used extensively for origin, base, and foundation. The pronoun ha (translated above as 'their' ) refers back to the towns, and 'mother of the towns' means the central town. The meaning of the verse is that Allah Ta` ala does not destroy a people unless He had sent His message through His messengers in their main cities. When the invitation to truth had reached, and yet people did not accept it, only then the torment is sent on those cities.

This verse has pointed out that Allah's messengers and prophets are generally sent in big cities, and not in smaller towns, because such towns are normally under the influence of big cities, both for their economic and educational needs. If something is known in a big city, it becomes known automatically in the smaller towns around it. Hence, when a prophet is sent in a big city and he starts his call to the truth, the message is spread out in the surrounding towns in no time. This way Allah Ta` ala's message reaches to all and sundry, and if they reject the message of truth, the torment is sent to all of them.

Small towns and villages are subject to the same laws as are applicable to the main cities

As in the case of economic needs, the smaller habitations are dependent on cities, and draw their requirements from there, similarly, when a law or an order is promulgated in the city, it automatically becomes effective in the surrounding towns and villages also. The excuse of having no knowledge of the law is not acceptable.

In the case of sighting of the moon for observing Ramadan and Eids (Shawwal and Dhulhajjah) too, the same principle has been declared by the jurists as applicable. That is, if the evidence of witnesses in the city establishes the sighting of moon, then the people of towns and villages would have to follow the same. But in the case of other cities, it would only apply when the Qadi of that city accepts the evidence and makes the announcement. (Al-Fataw al-Ghayathiyyah)
